Jacksonville Retail District Revitalization Project Breaks Ground

City officials and private developers broke ground this week on a $45 million project to transform a long-vacant downtown corridor into a mixed-use retail destination.

Jacksonville city officials joined private developers Thursday to break ground on a $45 million project that will transform a long-vacant stretch of downtown's Bay Street corridor into a mixed-use retail and dining destination. The project, known as Bay Street Commons, has been in planning for three years and represents the largest private retail investment in downtown Jacksonville in more than a decade.

The development will include approximately 85,000 square feet of ground-floor retail and restaurant space across four buildings, with residential units above. The first phase, covering two of the four buildings, is expected to open in the fourth quarter of 2027. Developers have confirmed leases with eight tenants, including two local restaurant groups, a regional fitness concept, and a specialty grocery operator.

"Downtown Jacksonville has been underserved by retail for too long," said Mayor Donna Deegan at the groundbreaking ceremony. "Bay Street Commons is a signal to the market that this city is open for business and that our downtown is ready to compete."

The project is being developed by a joint venture between Jacksonville-based Regency Centers and Atlanta-based Paces Properties, with financing from a consortium of regional banks and a $6 million city incentive package tied to job creation benchmarks.

Retail brokers say the project could catalyze additional investment in the surrounding blocks, where several property owners have been waiting for a major anchor development before committing to renovations. The Jacksonville Downtown Investment Authority estimates that Bay Street Commons could generate $12 million in annual tax revenue once fully occupied.
